SEND Support Offer for Schools: Torbay Council & Special Partnership Trust

We’re delighted to share an exciting opportunity for schools identified by Torbay Council, to access bespoke SEND support, delivered through a unique collaboration between the Special Partnership Trust and Torbay Council. We are on a journey to raise the bar and set new standards for Special Educational Needs throughout the South West.

This initiative is designed to help schools strengthen provision for neurodiverse learners, with support delivered peer-to-peer by our experienced staff from our special schools.

Whether you're looking to refine your SEND strategy, build inclusive leadership, or access tailored CPD for your team, this offer is here to complement your setting: not complicate it. This is not about introducing new initiatives into already overloaded schools. It’s about working with what you already have: enhancing existing practice, building confidence, and sharing what works.

This offer comes at a pivotal moment. We know that schools are facing growing national challenges around:

  • Attendance: Persistent absence is rising, particularly among vulnerable learners.
  • Elective Home Education: Increasing numbers of families are choosing to educate their children at home, often due to unmet needs.
  • Education Other Than At School: More children are receiving education outside of traditional settings.

We can offer:

  • A peer-to-peer, walk alongside model.
  • Flexible support tailored to your school’s needs.
  • Peer-led coaching, mentoring, and training from SEND specialists.
  • Reflection around policy development, strategic planning, and inclusive leadership.
  • CPD sessions and workshops focused on neurodiversity and inclusive practice.
  • Opportunities for collaborative learning and shared expertise.

We would like to help:

  • Build inclusive communities where every child can thrive.
  • Strengthen partnership working.
  • Promote locality ownership of SEND support, ensuring it is shaped by and for local needs.
  • Support your staff and increase confidence around their ambition to support children with SEND and to advocate for children for whom specialist provision is needed.

This initiative is built on a framework of partnership and a joined-up approach that brings together schools, local authorities, and professionals to share expertise and build capacity. It is a test-and-learn model, and we are constantly reshaping and reflecting based on what works, what’s needed, and what makes the biggest difference for children.

Our partnership is committed to helping schools deliver the right support for every pupil, while boosting staff confidence through practical, peer-led guidance. You may welcome guidance around policy, strategy, inclusive leadership or hands-on CPD for your staff team. The aim is for us to work together, to continue to build inclusive cultures where every learner feels seen, supported, and successful.
